Rapid Annexation Has Moved the Lines
Bellevue, Papillion, La Vista, Gretna and Springfield have all grown substantially, and land that was unincorporated when somebody bought it may sit inside a municipality now.
The county determines the register of deeds and the municipality determines the building department, so both questions need answering and they have different answers.

Sections 52-125 to 52-159 apply statewide, with section 52-136(2) capping a claimant against a protected party as defined in section 52-129. Recording is at the register of deeds for the county where the property sits.
The period is 120 days from that claimant's last furnishing, and a recorded lien runs 2 years under section 52-140 or 30 days after a written demand.
